PvP: Global tracking of titles and relative ranking.

Let me introduce a concept that will take title system to next generation and increase the competitive aspect of Guild Wars series. Basis of this thread is on Heroes Ascent and Arena battles, but the philosophy can be applied to any title track in game.
As we know, Guild Wars focuses heavily on competitive gaming. However, many of the game modes currently available offer little feeling of accomplishment regardless of title tracks. Veterans who no longer need to unlock skills, PvP-pack buyers, or masters of certain form of PvP (GvG/HA/RA/TA/AB) have little incentive to really change their style of playing (if you have rank 5 gladiator, why strive to get rank 3 hero title?).
There are also other problems: rankings and certain titles have been steadily losing their "value" in eyes of players, as more and more players achieve them. Huge ranges between titles in same title track can also be discouraging. There is as much difference in fame between rank 0 and rank 6 players as rank 7 (1,680 fame) and rank 7 (2,680 fame) players, though clearly there is a difference in experience. There is no way to know where you actually stand in ever-growing community of players in different timezones; how "good" you actually are.
How could global tracking be implemented? How it would look like? I'll take fame as an example. Upon implementation, server would store the "fame" variable of every player as they log on. Real-time calculation is not needed - it could function like Guild Ladder now. Input could be something like this: (relative group: users with at least 1 fame!)
